This report presents a comprehensive assessment of how risk-communication and public-health messaging strategies can be tailored to “at-risk” or vulnerable populations (e.g., older adults, persons with disabilities, persons with language or access barriers) to improve emergency preparedness, response and recovery. The authors conducted a systematic literature review, compiled existing outreach and education materials, and carried out site visits in several U.S. states to identify gaps and promising practices. Key findings include that community-based participatory approaches, use of multiple communication modes and trusted messengers, and training of responders in culturally competent risk communication can strengthen outreach to vulnerable groups — though rigorous evaluation of such strategies remains limited.
