This book presents a comparative examination of how public policy influences institutional performance in American higher education. Richardson and Martinez analyze the higher education systems of five U.S. states (New Mexico, California, South Dakota, New York, and New Jersey), exploring how state policy decisions affect access, efficiency, accountability, and organizational performance. Drawing on extensive observations, interviews, and research, the authors identify “rules in use” that shape system coherence and provide a framework for understanding policy–performance linkages within state higher education systems.
