This monograph addresses the critical role of efficient talent employment within the U.S. Army Officer Human Capital Model. It critiques the current employment paradigm, highlighting issues such as an overemphasis on "fairness" in assignments, a limited pathway to senior leadership, lack of visibility into existing talents, and significant principal-agent problems.
