This report presents an independent assessment of the Defense Civilian Intelligence Personnel System (DCIPS), which was designed to unify the civilian human resources management systems across ten Department of Defense (DoD) intelligence components. Commissioned by the U.S. Congress and the DoD, the National Academy of Public Administration conducted a comprehensive evaluation focusing on three key aspects: the overall soundness of DCIPS's design, the effectiveness of its implementation efforts, and its potential impact on career progression and diversity within the intelligence community. The assessment involved a multi-method data collection effort, including interviews, expert colloquia, focus groups, online dialogues, open forums, and secondary research. The report acknowledges the urgency and soundness of DCIPS's design but emphasizes the need for certain changes in its implementation strategy. Key recommendations aim to encourage greater collaboration among intelligence components, restore and build employee trust in DCIPS, and strengthen personal accountability in the performance of agency missions.
