Debates about how to organize best civilian and military actors on the ground continue, and are likely to continue into the foreseeable future. Often discussed in terms of unity of effort--and how to achieve it--this monograph argues that many of these issues of civil-military integration on the ground fundamentally center on the question of who should take the dominant role in shaping the political landscape during war--that is, who rules contested territory.
